Bills are going to be CAP Responsible

Marv has come out and explained his cash to cap plan. Stateing that whoever is signed this year the entire bonus will count againts this years cap number. As opposed to spreading out the hit over the terms of the contract. This will free the extra hits in years to come as well as stop the dead money when and if the player is cut. It is along the lines of the Pats, building in the draft and retaining their own players. Only looking to FA to fill a few key holes, but keeping the option to cut later with no cap penalty

The idea of "cash to the cap" is the way to build a "dynasty". The Bills may have their franchise QB in JP Losman, and if so, in a couple of years they're going to have to ante up to keep him. If Lee Evans continues to develop, they'll probably have to spend big $$$ to secure him as well. Maybe they can afford a high priced DE, LB or DT as well, but that's about all the players any team can have signed to big contracts at one time without mortgaging their future -- by gutting their team to get under the cap or by being unable to compete for better players.
