Miami's head coach admits his team's ability to augment his roster through free agency would be greatly diminished if the CBA agreement were to remain as is when the NFL's signing period begins March 3.

"It's going to be a very difficult circumstance for people to operate systematically and have the kind of money to be actively involved in free agency," Saban said. "It changes some of the rules relative to the system in how you can calculate a guy's salary."
Because the 2007 season is currently projected as an uncapped year, all not-likely-to-be-earned incentives are slated to count against the 2006 salary cap. That is a problem for the Dolphins, as that is a common mechanism the franchise uses so that NLTBE money can be pushed into the cap for the following season.

I dont quite know what to think of this.

This is not unique to the Dolphins. Most of the teams -- excluding the ones already $20+ million under the cap -- are going to have this problem, and when a problem is this widespread, the free agent market will adapt.
