Our Rookie pool

Guys I was amazed to see how little we have to spend on rookies this year. out of the 32 teams we are #31 with 2.5 mil. With the pickes we have we should be able to get everyone signed with no problem, but what would we have done if we traded way up in the draft? I wounder if this was one of many factors that kept us from moving way up in the draft?

Also how does the league decide how much each team has to spend on rooks?

The rookie pool is decided afterwards, so it had no effect on us if we wanted to move up.
I think the rookie pool is decided by how many picks a team had and how high they were picked.

That's the theory...but there are some head scratchers this year. Atlanta had two first round picks...and they didn't get that much...and Buffalo had two first round picks...and I think they were 18th in the money list. 18th with the 13th pick and another first rounder...odd.
