Wow, this ****ing blows. Not only did we miss the playoffs, we have a ****ty draft position, too.
 
do the positions stay the same for every round or do they rotate among teams with tied records (and if they rotate how do they rotate)? In the 2nd round do we again pick at 19 or do we rotate to 14 or 18?

Teams with equal records will rotate every round. In the first round we pick last of all the 8-8 teams but in the 2nd round we will pick first of all the 8-8 teams which means we'll be picking 14th in the 2nd round or 46th overall.
 
I thoguht the 14-19th picks in second round work more like musical chairs. The 14th pick drops to 19th, but everyone else who is 8-8 moves up one slot. We would pick 18th in the second, 17th in the 3rd round.

I would much rather have your flip scenario be the actual pick order as the 14th pick in the second has much more attractive value.

14th pick in the first round will be 15th in the 2nd...19th moves to 14th...14th -> 15th, 15th -> 16th, 16th -> 17th, 17th -> 18th, 18th -> 19th, 19th -> 14th.
 
We picked #3 this year and we all know how that turned out. It doesn't matter if we're picking #3 or #30, if Ireland is the one making the picks, he'll screw it up one way or another.

No, you're rotating the picks the wrong way. First round 14 moves to 19 in round two, 15 moves up to 14, 16 to 15, 17 to 16, 18, to 17, & 19 to 18.

In the 2nd round Miami will move up one spot to pick 18th {#50}. } In the 3rd round Miami will have the 17th spot {#81}

See, I think it depends on a few factors, namely what Cleveland does with Mack. Their GM was having a fire sale and may not want to pony up for Mack. He'd probably be cheaper than a comparable LT. If you sign him, sign McKinnie for cheap, draft a RT, move some guys around and you can have McKinnie, Pouncey, Mack, G, rookie and be in pretty good shape going into 2014. Now you can take someone like Ebron, Amaro, or maybe CJ Mosley in the first, best OL available second, BPA after (maybe a guy like Carlos Hyde or Marion Grice in the 3rd). Or even wait on a dinged up guy like Hurst in the 3rd.
