What is the supplemental draft and how does it work?

I've heard a lot that Manny Wright was signed last year in the supplemental draft and we gave a 5th round pick, and now I hear a lot of speculation of signing Ahmad Brooks in supplemental draft, but I dont know what is it, nor how des it work!!!

Someone that knows about this, please explain me...

Basically players who didn't declare for the NFL draft can declare for the supplemental draft. They may have not declared for whatever reason. In Brooks' case, he was suspended after the cut-off date for declaring.

It's basically just another draft, only smaller. It may only involve a few players.

Picks are made via e-mail for a player. It's therefore blind bidding. Say we wanted Brooks, we'd submit a 3rd rounder as an example. That would be next years 3rd rounder, but measured by the 3rd rounder we had this season, so if Houston offered their third rounder next season also, they'd get him as it was higher.
 
So technically Manny Wright was this year's 5th round pick.
