ESPN asked each of their NFL Nation reporters for a veteran who could be released by their respective team before the start of the regular season. Dolphins reporter Cameron Wolfe selected Mills for Miami. He explained, writing:

The Dolphins brought in Mills last month with hopes that he could start at right tackle, replacing Ja’Wuan James, who left for Denver in free agency. Mills has struggled in his first month with the Dolphins, regularly being exposed during practices and forcing guard Jesse Davis to replace him at right tackle for a couple of practices. If Mills can’t win the starting right tackle job, the Dolphins can try to save $2 million by finding another option to fill that role or turning to Davis.

Can't argue with that one, if he's not one of the top 8-10 lineman he won't be on the squad.
Tunsil, Davis, Kilgore, Reed, Deiter, Prince, Sterrup...probably all ahead of him

We learn more when they get pads on and can actually block people. OTA's is where the more athletic players at each position should shine. I think we knew Mills lacks athletic mobility. I think he's best when he can bear wrestle with people. He'll still get beat time to time but he'll look better. I think he's better than Sterup, but agree there will be cheaper options if Mills isn't a starter.

I agree, all positions are easier to judge once the pads come on, especially Oline and LBs
 
That right tackle spot will be interesting. Mills has the most experience of the guys currently on the roster, but that doesn't guarantee that he sticks.
 
No need to cut him loose yet of course, but if he doesn't prove clearly better than Jesse Davis--at a higher salary and being an older veteran--then there's no way he makes the team. Just remember, the Dolphins OL typically suffers multiple injuries each year, so getting cut doesn't necessarily mean he will not play games for us … assuming he's not snapped up by another team when we do cut him loose.
 
please not Zach Sterup, he looked awful last year. I don't understand why you cant rotate OL like you do with defensive linemen. Let Davis and Prince rotate at RT, keep fresh bodies in there all the time. You could have kept Larsen as a backup too, just rotate when Deiter gets tired. IMO

Most coaches feel that it is necessary to have a cohesive unit, where the players get to the point that they think as one. It's difficult to do if you run players in and out.

It might work with a hugely run heavy offense, but pass pro would probably be ugly.

While I agree with that, it should still be possible to evaluate RTs. Does Davis get beaten as much as Mills or Sterup? Do the techniques look good? No,, can't get a real comparison without pads, but some things can be evident. If the OP is right and the staff replace Mills with Davis with some frequency, they're seeing something concerning.
