1) Yes he is, at least until March 13.
2) Who cares. Nobody is suggesting him because they think he’s a good QB. People are just naming QBs we can tank with, whether that’s Fales, Falk, or Turd Ferguson.

Outside of occasionally just dropping his head and running with the ball to limit the sticks exposure I don’t see how this is even a remote upgrade.
