Well the completion % only gives you about 1/10th of the picture. The very important fact you've left out is that Feeley would rather die in a fire than throw the deep ball, while Frerotte has been heaving it down field, especially early in the season.
Frerotte has 31 completions of more than 20 yards, and 7 for more than 40 yards.
Feeley had 15 completions of more than 20 yards, and 0 for more than 40 yards.
Then there are other stats that are pretty important aswell. While Frerotte may not be the most accurate, only 10 of his passes have ended up in the hands of the opponent, while 15 of Feeleys did, in 2 games less.
It's relatively easy to have a 2% higher completion ratio when your passes are really just extended handoffs. Actually considering how short they were, it's amazing that he did so poorly. But obviously, as you also pointed out, he played behind a poor o-line (which to Gus defense, he also did for a good part of the season. Our o-line has improved a lot through the year).
It's really hard to compliment the accuracy of someone that can't even make every throw asked, and if I were to talk about Feeleys strong sides, his overall accuracy wouldn't be it.
