MIAMI (AP) - Ron Wolf declined Tuesday to be considered for a job with the Miami Dolphins, who are creating a new general manager position. The Dolphins will interview Tampa Bay interim general manager Tim Ruskell and Buffalo assistant general manager Tom Modrak, team president Eddie Jones said. The Dolphins stripped coach Dave Wannstedt of his authority over personnel Monday, then contacted Wolf, the former general manager of the Green Bay Packers. Wolf, who retired following the 2000 season and turned 65 Tuesday, said he was flattered but told the Dolphins he wasn't interested.

``He said we have a great situation here, but he just can't pull himself to grips to coming back and devoting the time you have to,'' Jones said. Wolf is under contract until May as a consultant to the Packers, and the Dolphins will seek his help next season in that sort of role, Jones said.

``We would love to have him in any capacity,'' Jones said.

Owner Wayne Huizenga decided to retain Wannstedt as coach even though the Dolphins have missed the playoffs in consecutive seasons for the first time since 1988-89. When asked if there was a change of heart about that decision now that Steve Spurrier is available, Jones said:

``No. We have a coach.''

Spurrier resigned Tuesday after two seasons as coach of the Washington Redskins. The Dolphins will interview Ruskell and Modrak for the GM job after receiving permission from their teams. Miami plans to schedule an interview with New Orleans general manager Randy Mueller, and the Dolphins' current personnel chief, senior vice president Rick Spielman, is also a candidate. The Dolphins were told by the NFL that they cannot approach New England vice president of player personnel Scott Pioli until the Patriots are out of the playoffs, which likely eliminates him as a possibility. Jones hopes to hire a general manager by the end of next week. Wannstedt gave up responsibility for personnel decisions Monday in exchange for a two-year contract extension through 2006. The new general manager will have final authority over the draft and free agent signings - and perhaps over the hiring and firing of the coach.
