There's no way he was putting all his eggs in one basket by hoping a project QB would be available at 8 to man the QB spot next year.

They signed Garrard to compete with Moore to be starting Qb this year, no matter who they drafted.

I would say that he most likely had plan A, B, C, D, E, F, G, H, etc etc.. set up if Ryan wasn't there. It just so happened he was there @8 and one of our plans worked out.
