The days of fast WRs are slowly going away with this new NFL. You may need one in the roster now. The TEs and physical receivers are whats needed. Bulk, height and strength.
One thing I notice right away is YAC's. He's always making positive gains with the football in his hands. Especially in the Ohio State game. I loved how he drug the OSU safety with him after the catch and making the first down.
Comparing his 40 time to Jerry Rice isn't even fair. Generally speaking, there are two things that go into making a receiver individually successful. They are physical talent and understanding of the game.
There are guys that can make a living just off of physical talent alone (see Randy Moss) , but most have a combination of both. There are a rare few players (Jerry Rice) that can dominate almost solely on understanding of the game alone, but they are rare and hard to discover.
The likelihood that Cunningham can get to a point where his understanding of the game makes up for his physical limitations is not high, but it is possible. That is why he and players like him get drafted in the late rounds.
