Naive reporter imo. He was used by some team hoping Raji would fall, and then called that source "credible". If he would have done his research, there was only one or two people with knowledge of the tests at the time this was published...this report was published way before any team or player was notified.
When lab test are done, the testers do know know the names of who the test samples belong too. They are given numbers like "player 123456789" in order to protect sensitive information. From my understanding, only a few people know have access to the players info that corresponds to their ID#. Sorry, I dont have a link but Ive seen mass testing first hand before.

I was the assistant Drug and Alch NCO in one of my units in the army. Only the Primary D&A guy had access to the list on the unit level, and, nobody at the actual lab had access to the list. They would report back the ID#s that were hot. Then the primary would go to the Commander, and, the process would start from there as far as notification and all that.
I would venture to say the process is much the same.

By the way...I never met a GI that didn't drink. You must have had a large list...
I had three sargent friends from Bragg...trying to get me drunk to sign papers when I was staying there for a couple months...just couldn't get the idea of jumping out a perfectly good airplane. Good thing at the time it was a dry state...only beer at the local strip clubs.
