I can't even figure out the logic behind the rule, from the perspective of either side.

I mean in Bowden's case it makes sense to do it, but that seems a relatively unique situation.

Nothing new about this part of rule, it's the in season, once you've made the 53 man roster IR that is different.

Availability is the first pre-requisite. Unfortunately, Parker and Williams (even Fuller) may soon fall into the same category if they can't stay healthy this year.

Yeah! Kinda wild. But I assume they still get paid.

No, it's not! Always been If you were placed on IR prior to making the 53, you were out the entire year. The only way you play again that year is to be released from IR with injury settlement and sign with another team. Patriots abused this constantly back in the day to keep talent they wanted to "redshirt" a year.

In 2012 they started the one back after 6 weeks after already on the 53. Then it went up to 2. Since COVID they have expanded the number more and reduced the time to come back but you still have to be on the 53.
