Carr Questions about being waived

I just pulled this fram a local Houston News Paper,

"David Carr's base salaries of $5.5 million this year and $6 million in 2008 are making it difficult for the Texans to trade the quarterback. If no team makes an offer, the Texans will have no choice but to waive Carr, which would free him to sign with any team. "

Can the texans waive him at any time?
Is there a cut off date where the texans would be forced to waive him if no other tams make them an offer?

I would imagine they could carry him on the roster right up until the draft, hoping for a draft day deal, after that, they will probably need to cut him.
 
Most of the time teams waive a player it's right before he's due a bonus or after June 1st to save on salary cap money. Other than that he can be cut at any time.
