The NFL desperately needs to follow the lead of the NBA in creating salary slots for rookie draft picks, with the top end no more than about half of what it is today. It is ridiculous that unproven rookies in the first round get more guaranteed money than most veteran starters. This is something that would have to be added to the next collective bargaining agreement, but hopefully with some sweeteners for veterans -- shorter rookie contracts that allow them to reach free agency earlier, larger increases in the minimum salary schedule, and a greater proportion of team salary to veterans -- they'll be able to get Gene Upshaw to sign off.
