All that means is that Bill Parcels and the Cowboys are interested in him. Not that Dallas is the front runner to draft him.
Len Pasquarelli of ESPN.com wrote this a few days ago.

The Dolphins, who have recently shown a willingness to roll the dice on players with troubled pasts, are eyeing former Virgina LB Ahmad Brooks in the July 13 supplemental draft.

It doesn't mean we are the front runners to get Brooks just that we are interested.
