Did Miami Dolphins coach Joe Philbin reveal his draft strategy?

Philbin said Tuesday he is encouraged by Dolphins quarterbacks Matt Moore, David Garrard and Pat Devlin.

So if the Dolphins don’t take a quarterback, will it be a wide receiver or a pass rusher? Philbin indicated that his strategy might piggyback that of franchises he has identified as having success.
“The best team in the NFL if you study their draft history they taken the best players that are available,” Philbin said. “There’s a system in place to evaluate players to the best degree that we can, eliminate the guess work and make good decisions on guys that are gonna have productive, lengthy careers in the National Football League.”
So instead of focusing on a specific need, the Dolphins could be focused on simply grabbing the best available player with the eighth pick later this month. (Sure, that might not be groundbreaking news as some of you have pointed out in the comments below, but it sheds some light on how the Dolphins might use the eighth pick.)

LOL @ Draft strategy. The one Philbin said isn't a special new thing, it's been around.

Isn't everybody's strategy to grab BPA any****ingways?
 
oh my god...somebody shoot me...a guy in miami who says bpa is the way to go...i didn't think that was possible...top 10 worthy talent with a top 10 pick...the proof should be in the pudding in 3 weeks

BPA is a great strategy if your a team that is a contender. If you are not then you go with needs,
 
Best player available is the strategy you use 99.999% of the time. It is the only winning strategy.
 
The best teams in today's NFL have the best quarterbacks. It's easy to go BPA after you have the QB......until then you are just spinning your wheels and waiting to try and find one.
 
If Tanny upgrades these current QBs in two years how do you not pull the trigger - but trade up? I can't see how that would be smart... When he isn't going to play and at least two QBs in next years draft should be ready to strap their helmets on Jones and barkley but Barkly is going N.1 OA
 
the beauty is when the best player you have rated on your board also matches your top need. that's magic time!
