Do Suspenisions Count Towards 53 Man Roster?

I think I know the answer to this, but Jones and Jordan count against our 53 don't they?

McCain was a beast tonight. I wouldn't be surprised if he takes over Wheeler's spot by midseason.
 
No, they do not. They can keep 53 plus Jordan and Jones, and cut 2 when they return from suspension.

Do their salaries count against the cap or does the cap only include the 53 who are active? Also, what about guys on the PUP list? Do they count against the cap?
 
They don't count towards the 53 and I think the local sports writers are doing a poor job of getting that across. I keep seeing them say that Miami needs to cut 22 players by Saturday afternoon. That is not true, they need to cut only 20.

While suspended, the base salary does not count against the cap. If they are suspended for drugs, then the signing bonus does not count either and it is mandatory that the player forfeit that portion of the signing bonus per the CBA. If they are suspended for conduct, it is up to the team if they want to withhold the signing bonus proration.

PLayers on PUP or IR count towards the cap.
 
Also, to go over Pouncey again, if he stays on PUP, he is not on the roster BUT, cannot come back until week #6, and cannot practice with the team. If he gets medical clearance, he is on the roster, and can come back and practice at any time.
