Occasionally you might end up having someone get a better deal then the guy ahead of them or something like that, but I've never heard of someone demanding to get paid like someone slotted way ahead of them.

I though there is pay scale, and a rookie salary cap. I dont think you can give 7th rounders 4th round money.

You can sign players to whatever contract you deem fit as long as the sum of their contracts is under the "rookie cap." The easiest way to get around it is the same way they get around the regular cap....signing bonuses and increased contract length.
