Tannenbaum shouldn't even have his job as Executive VP of Football Operations since the Dolphins actually violated the Rooney Rule by directly hiring him.

The Dolphins somehow managed to avoid it at the time by saying then GM Hickey was in complete control of all roster and draft operations and reported directly to Ross.

But how on earth are you VP of Football Operations without "any control" of Football Operations? Grier currently reports to Tannenbaum. They closed that loophole after firing Hickey.
