dont the best GM's pick BPA?

at either 8th or the 9th pick in the draft dont the best GM'S pick the BPA and not team need.if this is so there is no way we take anothe OL.so who will be BPA when we pick and does our GM take him or does he go need?i think they will go needmissing out on a play maker.
