The concepts of the chart is valid, but the values need to be recalibrated for each individual draft. Example: in 2013 we traded a second rounder to move from 12 to 3 overall because it was a weak draft. That’s not happening in a year like 2020.

Agreed. With the rookie salary cap and yearly changes to the value of top 10 picks based on eligible players, specifically QBs, that chart is mainly a reference.

There's no way #5, #18 and #39 (3,110 points) gets us #1 and #107 (3,080 points)

I still find it unlikely that a team will spend extra picks to move to gamble on the health of a QB that they can't get their hands on and have their DR's look over.

Let alone all the rest of the team visit stuff.

by looking at that chart and like I've said before it'd only take pick 39 to move from 5 to 3
While this may be true on the value chart, it has no impact on this situation. Whether or not we move up to 3 will depend solely on outbidding whichever other team is trying to move up ahead of us. Let’s say the Chargers offer Detroit #6 and their 1st rounder next year. We’d have to offer #5 and another first this year to top it, trade chart be damned.
