facemask on Joey fumble?

On the fumble Joey's facemask was grabbed and pulled, shouldn't this be a personal foul penalty? none was called. Who can clear this up for me? The penalty was committed after he fumbled and was making an attempt to recover.

Yes it should have been a personal foul, and since nobody had recovered it yet, it should have remained our ball. They missed it. It happens.
