Phillips was penalized for a low hit to the left knee of Jets quarterback Ryan Fitzpatrick in the third quarter of the game. Fitzpatrick left for the rest of the series before returning in the fourth quarter and PFT has confirmed with the league that Phillips, who intercepted a Fitzpatrick pass earlier in the game, was not fined for the infraction.
His teammate Andre Branch was fined $18,231 for a horse collar tackle on Jets wide receiver Brandon Marshall earlier in the game. The defensive end’s penalty helped the Jets move toward their first touchdown of the afternoon.
Jets cornerback Buster Skrine and defensive end Sheldon Richardson were both fined $9,115 for unnecessary roughness penalties after runs by Dolphins running back Jay Ajayi. Safety Calvin Pryor was not fined for a taunting penalty that came one play after Skrine’s penalty and helped set up the first Dolphins touchdown of the afternoon.
 
And rightfully so because Phillips was pushed in the back by one of the Jets o-lineman which was part of the reason he ended up at Fitzpatrick's knees.
 
So to avoid the horse collar flag and fine in the future the defenders need to gab the ball carrier by the collar and hold until the other defenders arrive and then let go of the ball carrier. Seeing that the horse collar is only illegal if you tackle the opponent. If you grab the collar and release it is 100% legal and not putting the ball carrier at any additional risk of injury.
 
I swear that horse collar was a feign by Marshall. Once he felt the defender touch him there, he folded to the ground. The defender did not pull him down. He did it knowing the penalty gets the first down.
