I saw this article. An off-duty cop shoots a guy without a gun? Supposedly Foley, "reached towards his waistband". It seems to me that everytime a cop shoots somebody by mistake, that's the catchphrase they go to. I'm thinking to myself, "entrepenuerial player and dirty cop disagree on the size of the cut." But hey, that's just me.
