He did, according to the St. Louis dispatch (per Armando)

"According to sources familiar with the negotiations, Fisher actually informed Rams owner Stan Kroenke sometime Thursday that he wanted to be the next head coach of the Rams.

"Because the contract hadn't been finalized, the Rams kept things quiet and even planned to continue their interview process. But Miami owner Stephen Ross kept pushing and pushing to land Fisher. Growing impatient, the Dolphins informed the Fisher camp they needed an answer Friday or they were going to move on in their search."

I know people are sick of Fisher threads, but I thought this was interesting since many people were screaming for Ross to demand an answer from Fisher and I hadn't seen it posted before. Apologies if it has been.
 
Ross was right to set a deadline, but is was settled the day before. The franchise offered him a very attractive contract and power.
Where he screwed the pooch is when he decided to give Ireland final say in player accuisitions.
That was the most important criteria to Fisher. He wanted to make sure he could get the guys that fit his vision.
Ross wavered on that decision until thursday, and that was the end of the negiations. He strung it out IMHO.
 
Its probably better off this way.  I wouldnt have minded Fisher but he was clearly playing us and I am happy Ross noticed it
 
I'm glad we didn't get Fisher....having said that, I can't blame Fisher or any other HC for wanting to get the players he's going to coach.....I'm a KM at a restaurant and I'd not like it if my GM tells me I have to have a cook that I don't feel I can work with under me.
