The logo that was "leaked" that has been confirmed as real, came out on March 19th. That press conference you linked to came out on March 18th, one day before. Again, where did Mike Dee lie?
That logo is substantially similar to the previously leaked version. It would violate trademark law to commercially call them different. In a court of law Dee's comment would be considered knowingly untrue and purposefully misleading.
In layman's terms, they're the same logo as the one released months ago and he lied. I don't know what else to tell ya man. I provided the video of him saying it at the same table as the owner and GM specifically to the NFL media.

No. It depends on what restrictions and level of trademark properties the Dolphins have applied for and received. Chances are, they are the "top dollar" level which would cover anything even remotely resembling their trade dress.
