Waived: A non-vested player (less than four years of service) who is terminated goes through waivers. When he is released another team can claim him within a certain period of time. A vested veteran only goes through the waiver system from the trading deadline in midseason through the end of the season. During the offseason and all the way up to the trading deadline, a vested veteran gets released.

I think any cut/waived player with less than four years of experience goes through the waiver claim process. The order is the 1st round draft order. If multiple teams claim a player, the team with the highest priority or lowest pick # gets the player. Last year at this time we were #1. Now we are #25. After the first 4 weeks , the claim order is recalculated on a weekly basis by win loss records. This begins after 4 weeks to help last years bad teams keep there advantage even if they happen to win one of the first games

After 24-48 hours, the claims are announced. If the player clears waivers, he is a free to sign any practice squad or regular squad offers he receives. Once on a practice squad, any team can later claim that player to their 53 man roster , however, the Practice squad team first gets the opportunity to hang on to that player by activating him to their 53 man roster, if they so choose.
 
Not sure who we will be targeting. Kick/punt returner or TE would be good guesses.

As Sparano said, last year was like being a kid in a store with the #1 claim priority. Teh first few weeks they got any cut players they wanted. This year Miami is #25 and nearly at the end of the line. Any player Miami thinks is good, some other lower team is also likely to think is good and claim him. Last year, by the 4th week Miami had won enough to lose its top waiver claim priority. The Jets cut Justin Miller. Miami put in a claim, but the Raiders got him. He returned 2 for TDs last year. He was just cut again. Maybe we will put a claim in again, however 24 other teams have first dibs.
 
Actually, Miller is in his 5th year. It's before the trade deadline, he should be free to sign with whoever he wants. I believe he was released rather than waived. I bet Ireland is already on the phone.
