You have to remember where this all comes from though. The NFL is a nearly a $10 billion per year business. A lot of money is made, and a lot of potential profits stand to be lost when the public image is tarnished. Goodell just realized this year that people are more up in arms than Goodell is about beating the **** out of your girlfriend. He clearly is not upset by that, but he has his head shoved so far up his own money making ass that he failed to see how the rest of the world would view it. He probably doesn't even want to be in the business of cleaning up the league. I bet he could care less if every player routinely beat his wife, as long as it didn't hurt the public image of the league. Fortunately it does hurt the image so he is forced to act on it, in the name of money.IMO, it is the NFL's responsibility to make sure that all teams are equal, and that none have a competitive edge from the use of PED's. The domestic violence and child abuse are crossing a fine line between personal conduct and letting the law handle things.
