It's actually been happening all game. It's a Jets fan with a whistle, and they are using it on most Miami Dolphins plays.

Fan's getting in players heads with whistles - if your the fan your loving it.

But it is cheating and the stadium personnel are not supposed to let people get away with it because it ruins the game.
