Washington had three 2nd round picks in the 2008 draft. Before Sunday, they only had one 2nd round pick in the 2009 draft. We now have that pick and Washington has no 2nd round picks in 2009.
As for the original poster, the draft order is determined by record of the season before the draft. Miami had the worst record in 2007, so they had the 1st overall pick in each round. The worse Washington does this year, the higher the draft pick will be. The pick will be somewhere between #33 and #64 overall.

Um wow washington usually has only 3 draft picks a year (yes a slight stretch)
how in the word did they pick up 2 additional picks in the second round?
I tried getting a list of all the teams 2009 draft picks they each hold.. coulnd find one

I did that too and couldnt find it. So i had to stick to asking how they got them. Washington isnt known for aquiring them, only trading them away.
