*why Cleveland over others?
Cleveland enters the tiebreaking procedure as the only team at 8-7 from the AFC North. In the East, the Jets beat out the Pats and in the West the Broncos beat out SD and KC. The first set of 8-7 teams are Cleveland, Broncos and Jets.
After those 3 you take the 3rd placed 8-7 teams out of the divisions: NE and SD (who beat out the Chiefs in the division record). SD beats out NE on head to head. The remaining 8-7 team is then added at the end. Teams always enter conference tiebreaks as they come out of the divisions....just like the division winners.
