I completely disagree. A blackout doesn't encourage me to go to the game. It just ends up leaving a bad taste in my mouth about the team and forces me to watch some other team or no football at all (Yeah, right!). In fact, in this market with so many transplants with loyalties to other teams, it probably only discourages potential Phin fans who just end up watching their old home team.
I live in West Palm Beach and have 2 small children. I take my older son to a couple games every year, but it is an all day committment for a 1pm game, so those games I go to are planned out in advance, scheduled around birthday parties, soccer games, sunday school, family events, etc. A blackout just pisses me off, because my loyalty to the team(going to as many games as is reasonably possible, indoctrinating future Fin fans, etc) is not rewarded, but punished. It does not in any way encourage me to change my plans and go to the game.
You want to encourage greater attendance? Make the drive and parking easier, mark the exit routes more clearly, ease up on my wallet a little, be a little more pro-active about getting drunk, obscene, loud, and/or potentially violent fans under control so I can feel comfortable taking my 5 year old to a game, and show your potential fans that you value them and their interest. In fact, if Wayne were to make the bold move of buying out the remaining tix to avoid a blackout, that would do more to encourage greater attendance in the long run.
