Manning, who will turn 36 in March, missed most of last season because of neck surgery. Denver Broncos quarterback John Elway won two Super Bowls after turning 35 while the Oakland Raiders' Rich Gannon and Johnny Unitas of the Baltimore Colts were 37 in their title-game appearances.
"Peyton is going to come very high (-priced)," Duper said. "If he comes very high, we're not going to have enough money to bring in a quality (young) quarterback. Peyton is only going to play but another two or three years."
Duper said he would prefer the Dolphins "knock everything down and start a new foundation" by possibly trading up to select a rookie, possibly Baylor quarterback Robert Griffin III. Griffin, last season's Heisman Trophy winner, is considered the second-best quarterback prospect in the 2012 NFL Draft behind Stanford's Andrew Luck.
Duper also refused to rule out Matt Moore being the Dolphins' answer at quarterback. Moore was 6-6 as the starter, replacing injured Chad Henne in the fourth game. Moore was 6-3 during his final nine starts.
"Don't get me wrong, Matt Moore I think is a good quarterback," Duper said. "I think with the right coaching staff, with the right people surrounding him, he can be a potential Super Bowl quarterback. I know fans always want to say that if you don't win right then and there, you're garbage."
