The serious answer is... that we usually use a bold font so the text stands out a bit and is differentiated from the text originally being used by the poster. It's REALLY not meant to be construed as yelling or anything, -- it's just that it's relatively important information that we want to be sure people see. We feel it should stand out to some degree, as it is about the rules we use to try to keep this place from descending into chaos.
The bigger part of how it's perceived is the tone and substance. It generally has to be firmly stated, and hopefully, clearly communicated. No matter how we do it, we always seem to get a range of reactions, from acknowledgement and acceptance... to enlightened and reasonable discussion... to petty, childish responses. (And yeah, as I typed that, I was already getting myself ready to hear from someone out there (not you, deez) that it's condescending of me to say anyone's childish around here, in the face of all evidence that some people are childish -- at least at times -- everywhere you go.:))
Anyway... maybe I'll give it a try using the same font size but in a different color. Especially for edits or notes that are more informational than disciplinary. Nonetheless, I'd expect the mods and admins will generally want to stick with the simple bold text, and let the content of the message make clear how firmly they're trying to get that message across.:)
