A: Only the top 53 players count against the cap, which is why the Dolphins have some wiggle room.

Woot! I actually new something that Dolphan39 didn't!!!!!!!

Actually I only learned that last year because of the Broncos signing all those guys and most people couldn't figure out how they did it.
