I think it's not quite every number available for everyone.

Offensive line: 50-79
Defensive line: 50-79, 90-99
Linebacker: 1-59, 90-99
Cornerback/safety: 1-49
Kicker/punter: 1-19

I thought the new number system had DL 50-99 how did Phillips get 15 is he showing up as a LB?

I believe he was announced as a LB

Couple of those names shouldve waited a hot minute as you are required by the NFL to buy all old # jersey"s and some of those might get cut or traded.

It was really jarring to me after so many years when receivers started switching from 80's only to the teens.
Then LB's switching to 40's was slightly jarring but then I got over it fast.
Now, who cares. Let them wear whatever number they want. In the big picture, there are greater things to worry about.
