I was Always under the impression, being franchised ment under that tender the franchised player can be had for a 1st and 3rd round pick. Is this not the case, because if it is why is Brees not wearing aqua right now?
 
Non exclusive franchise tender means two first round picks. Exclusive means that no one else can offer him a contract.

you are thinking of the Restricted Free Agent Tenders. In previous years the highest you could tender a player was a 1st and 3rd pick. Meaning a team can come in and sign the restricted free agent, and if the team he is currently tendered under chooses not to match the contract offer... the player joins the new team while they pay a 1st rounder and 3rd rounder for compensation.

I believe after this new cba though, the highest you can tender a player is a 1st rounder.

Drew Brees is NOT a restricted free agent. He is an unrestricted free agent who was franchise tagged with the exclusive tag.. which means no other teams can come try to sign him. the only way drew brees is playing for anyone other than the saints is if they trade him... but thats not going to happen
