Did a litte research on Parcells drafting history and positional preferances. I gathered all of Parcells drafts since the 1983 NY Giants and did a short analysis. Here is a breakdown of the positions he has drafted and in which round. Further, I weighted each pick based on the draft value chart which roughly said each following round was valued about half as much as the preivous. The table is ranked in weighted order of what position Bill likes to draft

Since the later rounds are more based on need at the time, and the fact that some positions such as CB and WR require more bodies than a position like C, or QB, I eliminated rounds 3-7 and took another look. This also represents the need to draft at least 3 startes every year to supplant aging veterans and salary cap casualties, so the first 3 rounds should be potential starters.

First, the data says that Bill puts a high priority on defense as the first 3 postions are OLB, CB, DE. It also says that Parcells put a ton of emphasis on a pass rushing, play making OLB like Lawrene Taylor. Secondly, although Bill emphasized getting bigger, he still acknowledges the need to cover and CB is a heavily drafted postion. Rush the passer, and get turnovers in the secondary seem higher priorities than the same old "stop the run" logic. He drafts DE early, but ironically has never drafted a NT or DT with the first round pick. This shows in Bill's need to go out and get a veteran DT in Jason Fergeuson immediatly. WR is the offensive position that Bill spends his high picks on, although take this with a grain of salt since there are a lot of WRs on an NFL roster. Also, RBs are a postion that he drafts a ton of, especially in round 4 and up. OT seems like a releative priority, but Bill tends to wait for late day 1 to start the run on O-lineman. This emphasises the rumor that Bill waits on O-lineman and can develop some big guys. Jake Long sounds like he's out of the question, especially since there is depth at the position. Surprising to me was how little ILB and TE were drafted. Other than Anthony Fasano (2nd round), Parcells just grabs TE's late, and a guy like Sean Ryan, might just be all he' in for. And Bill has never spent a first rounder on an ILB. No first on ILB and NT was interesting. And those of you wondering about Matt Ryan or even Joe Flacco in the second, this shows that Bill has only drafted one QB in the 1st or 2nd round, and that was Drew Bledsoe. He has drafted a total of 6 QBs with 4 coming in rounds 5-7. Even taking into account the fact that there are fewer QBs drafted, he doesn't seem to have a need to get QBs.

With this being said and doing a very rough mock draft based on the data (which includes the assumed 2 supp picks in round 6 & 7), it might look something like this:

1 - #1 – Chris Long - OLB - Virginia
2 - #32 – Antoine Cason - CB - Arizona
2 - #57 – Trevor Laws - DE - Notre Dame
3 - #64 – Andre Caldwell - WR - Florida
4 - #96 – Barry Richardson - OT - Clemson
6 – Robert Felton - OG - Arkansas
6 – Chauncey Washington - RB - USC
7 – Jameel McClain - ILB - Syracuse
7 – Shannon Boatman - OT - Florida St

Long is a perfect guy for Bill at one, but dont be surprised in Gholston's name pops up. Cason answered some speed questions at the combine, can tackle, and had a lot of picks. And with Randy Moss signed, someone has got to match up with him. Laws might be wishful thinking, but he's a defensive body that is versitile. Parcells and Co. were said to be talking to Caldwell. Richardson's stock has slipped due to workouts and the senior bowl, but played well at Clemson. And he's the big, long armed type Parcells likes. Felton is just a need at this point. Washington is a hard runner, and Parcells is gonna draft a RB eventually. McClain was recruited by Pasqualoni at Syracuse and should buddy up with Kelvin Smith. Boatman is just a big dude. There might be a late round QB tossed in, but with McCown and Baker brought in along with Beck, that might be enough.

Parcells wasn't the GM w/ the Giants and he didn't have full power in Dallas and also lost power in NE for 1996.

Sure, but he did have a say. In NE, Kraft did not give him "full" power and made Bill draft Terry Glenn in the first round. This was not in line with his thinking and was one of the reasons Bill left NE.

Every coach has some say but George Young was the architect of those great Giant teams and Parcells had total control in NE UNTIL 1996 which was the year Glenn was drafted.
 
Laws is a DT, and we just signed Ferguson and Starks. We still need OL- one thing about that possible Dallas trade is that the Boys pick right before the Steelers- everyone and their brother has Pittsburgh taking OG Branden Albert. If we got #22 and took Albert and then maybe a Calais Campbell with the 2nd #1, then Sam Baker or Anthony Collins at #32 that would be fine with me. Campbell did run slow, however. Maybe we take DRC there. Also, maybe Dallas includes Marcus Spears, Bobby Carpenter, or both in that deal. I see where you're going with the later round OL picks, but our OL needs are pretty severe this year.
 
I agree that Parcells had a say in most places...but most of the time he didn't have the final say on the draft.

The point of this post is not to get into the nitty gritty of mock drafts. This is just an example of what it might be based on Parcell's prositional priorities, and who might be on the board when he picks.

O.K...But if Parcells didn't have final say...and didn't make all the selections...then your post isn't really accurate.

Fair enough. But positional priorities are influenced by positional needs, which obviously fluctuate year to year. And this year we need starting caliber, NFL ready offensive linemen, not projects.

This year we need everything. I think defense gets priority, and some FA o-lineman are on the way.

I'am...I'am. If it's accurate...then it's worth something...if it's not accurate...then I guess everyone can make up their own minds, of the value.
 
When he came to the Giants he already had Phil Simms and Scott Bruener so there was zero reason to draft a QB in the first round his entire tenure there. When Bruenner was eased out he drafted a backup in Hostetler with a 3rd rounder.

In New England his first order of priority was drafting a franchise QB because the Patriots lacked one. After that why would he spend another first on a QB?

When he came to the Jets they had Neil O Donnell. There was no need to draft a QB. The next year he went out and got Vinny Testeverde showing that when a very good QB is avilable in FA Parcells is willing to go that route.

When he became a GM of the Jets he drafted Chad Pennington in the first round.

With the Cowboys he brought in Vinny Testeverde after the Quincy Carter fiasco

What all of this shows me is that QB is of vast importance to Parcells, more so than any other position. Once the QB position is settled he goes after the rest of the team. The question as it relates to the Dolphins is does Parcells view Beck as our Simms and/or McCown as our Testeverde? And if not does he view Ryan as our Bledsoe
