I have a quick question regarding penalties. It seems that in several preseason games already the Dolphins are being caught with 12 men on the field alot. This has been an issue the past several years. Ultimately who is responsible for this and why can't they get it fixed?!

Players themselves are responsible for getting in and out of the game in given situations. Coaches are coaches, not baby sitters.

The Ref Crew we had for the Tampa game is most certainly, IMO, the worst crew in the NFL. Look up their stats, they throw more flags then any two Ref crews combined. Teams/coaches have complained about them for years and nothing has been done about it. Ron Winter, the head ref, has had the same crew for a long time with exception of two guys. The entire crew blows, they throw a flag if the wind is blowing in the wrong direction.

Take notice any game Winters crew does, ours or any other teams. Most certainly the flags thrown will almost equal the amount of points scored, honest, its true, every single game they officiate. Not saying we did not do some dumb penalties, just stating fact. Ron Winers crew should be in the Guiness book of records for Refs. Just sayin.

Nine times out of ten it's the players getting confused. I wouldn't worry too much about it though, if there's one thing the Dolphins have been good at since Sparano came in, it's penalties. We've consistently been one of the fewest penalized teams in the NFL. It's probably the stupidest penalty there is, but it's unavoidable.
