We'll never know whether the Dolphins considered JaMarcus Russel franchise QB material. The Raiders apparently did, and the Dolphins didn't feel the same way about Brady Quinn. How do we know this?
If the Dolphins felt confident Quinn was a franchise QB they would have taken him, even if they felt Beck was just as good, since they couldn't guarantee Beck would be available when they picked next. (Note I'm giving the Dolphin's GM and coach credit for not being total idiots).
The big question, however, is whether they felt Beck was a franchise QB when they took him. I'm not saying that he doesn't have the ability to be one, but it seems to me that they could just as easily be taking a chance with him on the off chance he might turn out to be one.
It might also have been a pick to mollify the fan base. I don't claim to be psychic or want credit for his opinion (as I'm sure a lot of others have it), but when Ginn was taken with the 9th pick my immediate thought was "We'd better take that Mormon QB in the 2nd round or Cameron will never get a fair shot with the fanbase."
