Players not signing CBA does this effect the free agent

I know Buish Jt and Moore are supposed to start practicing today.I read the players are not signing the Cba do too minor issues.Will that effect these guys from practicing ?
 
Yes, until the CBA is ratified free agents cannot practice with the team but schefter reported it is going to be ratified today.

When the new CBA is ratified today, NFL commissioner Roger Goodell will retain exclusive control over the league's personal conduct policy.
 
It does effect them practicing but I just heard on SIrius NFL radio that they have agreed and the team reps will hold meeting with players and vote. The players are expected to ratify this morning.
