So I've been critical of the scouting department for years now. I know early on Grier headed that dept. How much pull do they have? I know they aren't the ones drafting. Is Grier asking them to scout certain players, or certain positions? It's more than just Grier that's at fault imo.
Saw an article years ago on the NFL scouting process. The initial part is obvious. Scout 'big name' schools, focusing on those who looked good the previous year, but stayed. Talk to the coaches. Get recommendations for HIS players and opponents. Watch game and watch for players 'jumping out.' Stuff a HS coach does.
A lot of the article was focused on evaluation - where most scouts fail. Too much focus on college production and too little on technique, weaknesses, obsession to get better (admittingly harder). Film is a starting point, not an end point. And, (does this sound familiar?) scouts have weaknesses. Good at evaluating CBs. Poor with OL.
Last, the HC, OC, DC, position coaches are also scouts. Not initially, but they get scouts recommendations, watch film, do evaluation, and help develop the board. A lot of people involved and more complex than I make it sound.
I partly agree. The scouts are likely told of the positions to focus on and traits to be emphasized at those positions.
