Question about when Miami can sign a new HC

A what stage in the NFL calendar year an Miami officially sign a new long term head coach.

Is it true that any current coach attached to an NFL team, the team has to be approached and Gives approval for coach X to be interviewed for a coaching gig. And that's at the end of the current NFL season.. Is that correct.

coaches that are not contracted to a team can be interviewed and singed at any time.

Yes but if Miami wanted to hire someone like Jimmy Johnson, who is currently not coaching, they could sign him at anytime.
