Quinn told Trey Wingo the Raiders have contacted his agent about potential contract numbers. Trey went on to say they have also have contacted Russell and Johnsons agents as well.

Precisely...it's just a bargaining ploy IMO. It's easier to be stern and say we're not going to give you X amount if you're negotiating with others as well.

just to clarify, the Raiders are not talking contracts with anybody. Mortenson reported that Oakland has called Quinn,Russell, and Johnson but are NOT discussing contracts.
