Foster has poor injury record, Ajayi has hardly carried the rock, we drafted Drake that has missed most of pre season which leaves 2 bang average RBs that basically are reserves for when/incase the other 3 question marks at RB might miss or have poor performances. Not ideal is it.

None of our RBs are solid. They either have huge question marks, or are complementary pieces.
So I guess the coaching staff felt there would be strength in numbers, hoping that if you throw enough stuff on the wall, something will stick.

If it were me I would sign Karlos Williams and put him one the suspended list for the first four weeks and release Pead. After Karlos Williams is done with his suspension I would add him to the roster, release Damian Williams and go with Foster, Ajayi, Karlos Williams and Drake. Backs with Williams' size and speed are rare.
The Jets kept 4 QB's.
I don't think there is anyway they waste roster spots on 4 QB's.
Same as us with 5 RB's, I think we put Pead on short term IR or waive Williams when we pick someone up on waivers.
