Who decides what team coaches the Senior Bowl? Is it based off the worst record?

JUst noticed the 2018 coaching staffs were Denver and Houston so I guess it can be two staffs from the same conference.

I admit I'm looking forward to see Jordan Love and Steven Montez. Want to see if they clear up some of the questions about their game. I expect both to increase their stock that week.
