What exactly is it. Why didn't these guys go to the draft? And what's the drat order

These are guys that were not eligible to go in the regular draft and have had situations like being suspended and so on that will make them hardship cases to be available for supplemental draft. There have been many different reasons over the years. Draft order is determined by a weighted system that is divided into three groupings. First come the teams that had six or fewer wins last season, followed by non-playoff teams that had more than six wins, followed by the 12 playoff teams. In the supplemental draft, a team is not required to use any picks. Instead, if a team wants a player in the supplemental draft, they submit a "bid" to the Commissioner with the round they would pick that player. If no other team places a bid on that player at an earlier spot, the team is awarded the player and has to give up an equivalent pick in the following year's draft.
 
Order is the same. These guys may have just not qualified for the regular draft and you give a pick next year for the same round pick in the supp. draft. Pick in the third round of the supp. draft and have no third next year.
 
So how good is this Pryor kid?

He has alot of raw talent. Very fast very good size.
Has enough arm strength but just seems to float his balls quite too often but has strength to make all NFL throws. Has accuracy and mechanics issues and definately needs to work on reading defenses. Is very dangerous throwing on run and can move in and out of the pocket. some teams may even look at him for receiver or such. I would not be opposed to using a 5th round pick on him although I think Oakland or maybe Dallas use a 4th on him. very raw but if u could coach him up might be a contributer.

Hit the nail on the head could contribute to any team specialy a team with QB issues
 
As of now, the only known eligible kid is Caleb King from my alma mater, Georgia. He is a rb.
 
Pryor isnt on the list but IF they make him available lets take him! Adding him to our QB situation will only help. Im not saying the guy is going to solve our problem but he got some skill. What if he turns out to be really good? We just picked up Matt Moore come on guys. Pryor wont hurt at all.
