The difference is that there was an abundance of good corners on this year's market, whereas there weren't many top-notch defensive tackles readily available. The Eagles demanded a lot for Simon because they know that if they were set on trading him, someone else would probably pay that price. Meanwhile, the Chiefs are really the only trading partner for us, and they know it. Hence, the price for Surtain is lower.

You can apply the same analysis to running backs. The Colts already conceded that they wouldn't be able to get a #1 pick for Edge James if they try to trade him.
