In this scenario the Dolphins don't sign any mid or top tier UFA's.

Stills hits the market and gets a 5 year 50 mil deal garnering us a 3rd round comp pick in 2018.

Jelani Jenkins gets healthy this offseason gets signed to a one year prove it deal but ends up returning to 2014 form and starting for the Raiders and they win the Super Bowl.

Andre Branch hits free agency and gets a mid-range contract and wins a starting position.

Jordan Cameron says he still wants to play so we speculate the Browns, with their 110 mil cap room, bring Cameron back with the hope he recaptures the magic of years past and becomes a 100% healthy pro bowl player in 2017. They give him one of those mid-range contracts and he indeed starts and does well.

Dion Sims hits the free agent market and also gets a mid range deal and splits starting snaps somewhere.

Dolphins tender Michael Thomas with original round but he gets poached so he also figures into the comp equations.

I would have to think these results would put us close to a full compliment of comp picks.

Dolphins only sign cap casualty type free agents who have been released by their teams.

Dolphins renegotiate the deals of Brandon Albert,Mike Pouncey,Earl Mitchell, and Koa Misi. Generally cutting their cap hits in half.

Obviously, the Dolphins are signing TE Julius Thomas who is widely believed to be a cap casualty this year.

Dolphins would also give DE Lamarr Houston a one year prove it deal. At one time this guy was PFF's highest grading DE.

Dolphins trade (a cheap young player_____) and a 7th round pick to Buffalo for DT Kyle Williams. Williams is mulling retirement, but if he can get paid his full salary and go to a playoff team I think he will come back for one more year. The Bills are in full rebuild and McDermott is changing the defensive scheme. They are in bad shape with regards to the cap. They desperately need the cap space. Williams is 33. Ordinarily the old adage of not trading a good player to a division rival would apply; however, I doubt the Bills are under the impression they will be contending next year and Williams only has a year or two left. This gives the Dolphins the opportunity to develop a couple youngsters while Phillips,Mitchell and Williams carry the load for 2017.

Dolphins sign RB Jamaal Charles because, hey, why not? He says he wants to play.

Dolphins sign cap casualty WR Stevie Johnson.

Clay Matthews: What an enigma. Yes, he probably is going to be released. The Pack has about 32 mil in cap space but they have a boat load of free agents this offseason, and not just jags; they have some guys still playing at a very high level and you Ted Thompson.....he wants to keep his guys.
Somebody is going to have to be sacrificed and that might just be both Sam Shields and Matthews. Peppers,Lang,Nick Perry,Micah Hyde,JC Tretter,Jared Cook,Datone Jones,etc.

They will try to trade him of course, but he is 31 in May and is need of surgery this offseason, and he hasn't been an effective pass rusher for several years now. He graded out well when he was playing ILB; surprisingly well in coverage actually. His best position at this stage might just be MLB or SLB in a 4-3 scheme. We sign him and let the chips fall where they may. He won't cost anywhere near what some people might think. LB is starting to look better.

Dolphins also sign OG Evan Smith Bucs cap casualty. He dropped the Dietrich, don't know why.

Dolphins would have a big fat roll over of salary cap and at least 10 picks going into 2018

I think we re-sign Dion Sims, unless as you say we sign Thomas. I don't see the Kyle Williams thing happening, nor Jamal Charles.
Otherwise, not so bad. I don't know anything about those draft picks, except the Vandy LB, who sounds like a good choice. Would also like to re-sign Branch.
Extending those current players sounds good, also, extend Wake one more year. Lower his hit, the guy ain't slowing down. Ensure he's here 2 more, then see.
 
Can't bring back our top or middle tier free agents with this approach; we would not get the comp picks.
 
Man that free agency would blow and blow hard. Cunningham in the first is cool but I don't know much of the other guys yet
